Having problems with R9 270 + FX-6300 gaming build

I recently built a PC, basic components are as follows:

AMD FX-6300 cpu
ASUS R9-270 gpu
8 GB ram
ASrock 960GM/U3S3 FX mobo
600w psu

Now, as I built this computer mostly for gaming, I was under the impression it would be pretty optimal for the games I play (League of Legends, Dota 2, Team Fortress 2, also just started playing Elder Scrolls Online). While I can run Dota 2 maxed with almost no issues (a couple heroes' particle effects kinda screw with my framerate but nothing major), in games like Elder Scrolls Online it just tanks.

A friend of mine used a pretty similar build recently as well, with the same processor, an R9 270x, and a slightly more expensive motherboard than me, and he gets insanely better performance in Elder Scrolls Online compared to myself, with me stuck at medium if I want 60+ fps, and him going with ultra for mostly 60+ except in high-activity areas. I was under the impression that the R9 270 and R9 270x are pretty close to each other in terms of performance (about a 5-8% difference IIRC). Is there possibly something wrong with the hardware itself? I have suspicions about the motherboard possibly being an issue since I thought I kinda cheaped out on it, but I'd like an opinion from someone else.

A modern motherboard has very little to do with Graphics Card performance. Provided it's working, there should be under 2% difference with the same other hardware.

The motherboard does affect the ability to overclock the CPU.

The R9-270X is roughly 10% faster than an R9-270 assuming both are stock or similar coolers. If the R9-270X had a great cooler and was overclocked it could be as much as 25% faster but you could easily find that info out.

Medium in TESO seems reasonable. I tried the Beta myself and it's very demanding. It seems unlikely to me that your friend got those results with an FX-6300 + R9-270X, since I couldn't run Ultra with a GTX680@1200MHz (same as GTX770 OC), i7-3770K, 16GB DDR3 2133MHz setup.

(My Graphics card is about 33% faster than an R9-270X, and my CPU is better as than an FX-6300, and again I'm more at the HIGH range, not Ultra trying to get 1920x1080 at 60FPS.)

So YOUR numbers seem about right, whereas HIS don't seem remotely correct unless he's running a much lower resolution than 1920x1080 or some other settings have been dropped pretty low but there's just no way he's running Ultra, 60FPS+ at 1920x1080 on that setup.
