Low budget high bang build, help?

I'm looking for some help from you guys. I come here, b'c, I REFUSE to buy a pre-built that come's with a lot of garbage I don't want, or won't need. That will NOT have the things I desire but unable to either add, or be compatible to. My first PC I picked up years ago was purchased on Newegg. I had a few issues after the fact, the main being the MB that came installed had been discontinued months ago by MSI due to the fact it would overheat. 2yrs in, I ran into my first issue in LotRo with constant shutdowns.

My question is this:

1. Is this even the right place to post this? (My apologizes if not)
2. My budget right now is in the neighborhood of 6-800 dollars, I am not looking for the "end all be it all of builds", just a decent upgrade that I wouldn't have to worry about dealing with for the next 2yrs (at least).
3. Is the Gfx card that I am using now decent enough to plug into the new rig? If not, what would be a comprehensible one, I'd LOVE to run SLI but...doubtful I'd have the cash to honestly, at least not at first.

Any, and all help is appreciated, thank you very much. Mind you, this build would be a Gaming PC to run TESO (The Elder Scrolls Online), it wouldnt need to handle it on "Ultra" settings, but having them on the next setting below would all the other options turned on would be awesome for once.

Sorry to have just gotten back to you guys. To answer you, no, I do not need a Monitor, or an OS, I am using Win8 w/an option to update to 8.1 (still hesitant on that) my HD is still good as well, its older, but a 1 TB DVD/CDR Drive that is running perfectly fine. I was actually looking at a bundle on Newegg:

440 dollars + 2yr warranty on both for 120 dollars. As to the rest of the items, they look pretty manageable. The only reason I wanted to go w/a larger processor speed was to avoid what I am having to do now, upgrades. This would rig would be built for purely Gaming and occasionally Multi-Media (Streaming Movies). So I would definitely beef up the RAM to 16GB, my main concern is the MB and Cooling. While I'd LOVE to go w/Water Cooled (LOL...I know it's just NOT gonna happen due to funds right now)...
