How well will this perform? FPS wise. Also arent intel i7s better, or am I wrong? Also about the OS, do you think my parents can get it for free, they work for a big university as professors.

Haha an i7 alone is $350 :p

Also that system would be great for gaming but there;s a few things that could be changed and also if you go with a Athlon 750k you won't be able to upgrade down the road.

It's getting late here so I'll post my advice, go for a Pentium G3220 ($65) with a R9 260X($90) and make sure not to skimp out on the PSU. That should make for a decent system with some upgrade potential, and shouldn't be pricey either.

As for the OS, just ask them.

Could you link me a good PSU?
 
Windows can be transferred to as many PC's as you own. $600 isn't going to get you water cooling. But $600 isn't going to get you big power components either. I gather the $600 is just for the box - no keyboard, monitor, mouse, speakers. If not, you are going to have a lot of trouble building anything decent.
Want a DVD/CD player? ($20)
Case (small and cheap) say $50. Motherboard - ATX or mATX @ $80. CPU - probably i3 (only dual core and non-overclockable) and LGA1150 (current popular pin array). Say $150. No SSD (too expensive). Smallish Hard Drive say 1TB @ $80. Probably only 4GB RAM @ $50. A small say 400W Power Supply @ $50. Leaves $120 for a Graphics Card - say a GTX 750 ($100) or a R7 260X (bit more).

Don't plan on running games with high detail or fps.

Right now it will do fine for gaming, but the OP wants to upgrade to an i7 later on and is built with upgrading purposes in mind.
