Well you could do that by building your system on a test bench. On the other hand this is not highly recommended. First of all the case protects the parts from various hazards. Dust is one of them, followed by you accidentally spilling liquid or any other material that may harm the components. Also a case enclosure protects you from the components and the various voltages.
 
it is possible, but not really recommended. spills, or even hard materials (maybe a ball being thrown or something) is a big no-no.
even something as simple as bumping against the table, if the gpu is not secured, it may move while powered on. or maybe something conductive touches the rig
