By power surge I'm under the impression you are referring to the Power Adapter (aka Power Brick) that converts AC power into DC power. If the light on the brick itself is flashing, it indicates there is a short in the system. In some cases it may be an easy fix, in others it may not be monetarily responsible to attempt repair.
Easy fixes include; replacing the power adapter or, replacing the power jack or daughter board
I think I would first check that the power adapter is putting out the 22v (or 19v or whatever it's suppose to).
If the power adapter tests okay then you can check the power jack to see if it is on a daughter board (an easy swap) or is soldered onto the motherboard (a less easy swap but doable by someone adept at soldering - there are even companies that specialize in that repair). You can also lightly shake the laptop to ensure there are no loose screws or other conductive things inside causing havoc (do that when off and unplugged to ensure the HDD heads are "parked")
There are other areas which may fail and cause a short but those are usually the culprits and the best place to start IMO
