This is a brand new build, the setup being:
Intel Core i7 4770k (4gb)
Asus Z87 Pro Mobo
Ballistix 4gb RAM
Gigabyte GeForce GTX 760
NiC F3 Heatsink & Fan
Corsair CX650 PSU
WD 1TB Mainstream HDD
Crucial M500 SSD (Not currently connected, was told not to connect for first boot)
Asus Optical DVD Drive
This is my second time assembling and connecting all components, I'm 100% positive it's been done correctly. However, when I would first try booting, I'd get a Q code "AE: Legacy Boot Event" and no visual at all (can't get to BIOs to change boot order, etc, which is something that has worked for others given the research I've done on this.) I have confirmed all connections, tried a different monitor, tested both RAM units independently, cleared the CMOS, and tried booting with the mobo dvd and Windows 8 DVD in the optical drive. (Something else that has worked for others).
Upon clearing the CMOs, the error changed. Instead of booting a single time and reaching the AE Q code, It would instead start to boot for a few seconds, then immediately shut off, boot again, and instead get to the "A2: IDE Detect" Q code, and the Boot Device LED would remain on. Not sure what to do at this point. The solutions pointed out for this that do not involve messing around in the BIOs I've already tried, and the ones that do involve it I'm unable to try since I have no visual.
