Asrock screen preventing safe mode boot

Hello,
I just recently accidentally downloaded a fake skype program. It installed a conduit/browsersafe virus on my new PC. I thought I went through all the appropriate steps to clear the virus off, but when I woke up this morning it was on a what looks to be, fake Asrock screen. I've tried booting in safe mode to run a scan but the Asrock screen briefly appears and then it bypasses and runs as normal. Any help/suggestions/or steps to remove this would be greatly appreciated.

Does your motherboard have dual BIOSes? If so, boot up in the 2nd BIOS, and perform a reflash of your primary BIOS. I wouldn't boot into the OS that was infected though. It could mess up your backup BIOS. With an infection like that, I don't trust anything. I'm a Nuke n' Pave kind of guy. It's the only way to be sure.
it may have somehow corrupted post information or the BIOS idk man...Is there a bios flashing option button on the motherboard? if you can boot into a fresh windows OS install disc i would try to do that...dont repair this mess
