GTX 650 ti boost vs GTX 660

650ti and 650ti boost are different 650ti boost is like 13k and 660 is around 14-15k. So for comparison 650ti is good BUT since 750Ti is there so you might wanna grab it since it is just 10% - 15% slower than 650Ti boost and wont be requiring any larger power supply so you can just get it.
For 650Ti boost vs 660. i would say 650Ti boost.
650ti is totaly different and slow then both.
While 750Ti is better than 650ti but slower than 650Ti boost / 660

Solution
the GTX660 is about 10% more performance but price increase is higher making the 650Ti boost better bang for the buck in your case. Only you can answer if you want to spend 20% more money on 10% more performance.
Chances are that all the same games will be well play able on the both cards.

Not at all. That isnt a quality PSU.
try to get something more decent like Corshair CX 430M or 500M

Its not about i am telling you that "isnt a quality PSU" , thing is that PSU can even cause crashes and can fail your System to RUN. AND MOST PROBABLY it can break your GPU.
