Fluctuating CPU Speed, Multiplier and Voltage When Gaming

When I'm gaming the GHz speed of my cpu dropsfrom 3.8GHz down to 1.4GHZ and then jumps back up to 3.8GHZ. As well as this, the multiplier and the voltage drop and it is affecting my FPS in all of my games I would like to find a solution to this. My PC is an AMD build and the system specs are:

GPU-Sapphire Radeon 7870 HD GHz edition (2GB GDDR5)
CPU-FX 4130 3.8GHz (Zambezi)
MOBO-Biostar A960D+
PSU- Ace 500w
RAM-8gb DDR3 1333Mhz

Idle my CPU temps ranges from 19 to 28 degrees C while under load it is never goes above 50 and my GPU usage idle is just 0, but when gaming it dips at the same time the CPU speed, multiplier and the voltage dips for around 5-30 seconds.

that brand psu got a lot of bad review, so yes, replace it.

Yes, but I want to be sure what kind of problem the PSU may cause before paying around £60-£80 for a new one.

The AMD version of speed step is usually listed under "Cool and Quiet" or something like "K8 CPU auto speed"
Look for that in your BIOS and try disabling it.

It's also possible that heat is a factor and as you game and the system heats up in order to prevent damage the MB is automatically lowering voltage and down clocking the CPU. Have a look at your temperatures and consider a CPU cooler change if they seem unusually high. Perhaps that Cooler Master Hyper 212 everyone loves.
