HDD Infinite Startup loop

Hello, I seem to have a problem with a HDD, it keep rebooting after getting to the Windows 7 startup screen, just before the login.
I tried with a different HDD in the desktop and everything is working fine.
I tried the recovery cd for windows 7 and tried system restore but it gives me an error message that system restore couldn't be done, after a while. Startup fix doesn't work either.
I don't know what else to do, I would only like to get the data from it and put it somewhere else, pen, external drive, anything. I did a chkdsk and no problems were found.
What can I do to at least recover the data from it? Thank you

HDD is a Maxtor Sata 3gb/s 200GB

2 things, you can try to bypass the loading Windows screen by pressing F8 and see if you can enter diagnostics by entering safe mode and/or command prompt.

If that doesn't work, you can connect your other HDD, and slave the other HDD with the faulty booting and then manage your folders from there.

Lastly, there is another method using 3rd party software, but that gets confusing and I don't have the name on me right now. But good luck!

I tried safemode but same results.

How do I slave the hdd? Can I copy it's content to another one? Do I have to plug both, because I only have one set of cables, at least for the smaller cable.
