Dr. Lucifer might be referring to the fact that Microsoft won't be supporting XP in the next few weeks.
If that is the case, then no, you don't need a new PC or operating system necessarily. Just because Microsoft won't provide regular security updates to XP anymore doesn't mean you'll automatically get infected with all kinds of viruses. Will your PC be more vulnerable? Yes. However, as long as you're careful and smart about what websites you visit and what e-mails you open, you probably will never have any problems with it for the remaining life of the system.
As a safeguard, be sure you've got a good anti-virus program and keep windows defender up.
The safest solution will be of course to upgrade your operating system to something that Microsoft still supports (Vista, 7, or 8.1), but it's not absolutely necessary. If you are looking at upgrading, make sure your computer has the proper hardware requirements to handle the new operating system.
