USB ports on my case don't read devices, but getting power.

At first I thought it might be a matter of wiring, but it is currently charging my phone, so I know that it is at least getting power. However, I am not able to actually use any device plugged in to either of the two ports. I've turned off the automatic USB shut off settings in windows, and I've tried a couple of drivers with no luck. Is it possible I've got it wired to the motherboard incorrectly? If so, what would I look for/how would I know? (i.e. what would it be labeled. I know which set of wires come from the case components and where they plug in, but not if I have them plugged in correctly. I built this computer recently, but I'm by no means an expert.)

I appreciate any and all feedback.

Maybe just the USB ports on it are DOA (dead on arrival) Just contact the producer and contact them! Sorry for my bad answer but that's the only thing I could think of.
