AMD R9 280X is "twitching" or jumping up and down.

Hello everyone, I'be been trying to troubleshoot an issue with my new setup recently, but no matter what I do, the issue seems to pop up again once I thought I'd solved it.

As I said (not so eloquently) above, my image jumps only 10-20-ish pixels down and then corrects itself. It does not do this in games or other 3D Applications, only on the desktop / in browsers.

From what I can tell, this isn't an issue of defective hardware; BUT please let me know right away if you believe hardware to be the issue, as I am nearing the end of the time that I can get it replaced according to the company I bought it from.

My computer includes:
Gigabyte 990FXA-UD3 motherboard
MSI R9 280X 6Gb Twin FROZR gaming graphics card
(I'm not going to list my specific hard drives or monitors as I just cant see either of them being the issue)
The system is running Windows 8.1

I feel that Windows might actually be the issue, because when I plugged in a hard drive with Windows 7, I did not seem to experience the flickering, or whatever you want to call it.

All drivers are updated, I've tried both the standard and beta drivers. My BIOS is up to date, and MSI does not offer a newer VBIOS.

Please, any help you can offer is much appreciated.

The flickering or twitching is either caused by unstable electric current or interference with some wireless signals, like mobile or wifi signals. Also if there a modem nearby you shut it down and keep the mobile, and anything that can generate signals away and then try running it see if it stops it.
