A few questions about my build. Help please.

A little bit background:

A university lab computer that controls a custom medical instrument failed and we need a replacement. The only mandatory is 2 legacy PCI slots and 1 serial port...

I picked this ASUS motherboard:

ASUS B85-PLUS LGA 1150

As I figure within the budget (under 1.3K USD) I perhaps should get some performance (the primary application is image processing, which is 99% 2D), I came up with the following parts:

My questions are:

1. Are there problems with this build? "1 x COM port(s) connector(s)" means that I can install the serial port myself should I need one, right (since in the picture it doesn't show any serial port)?

2. What kind power supply unit and PC case should I use? Do I need additional cooling?

3. Is this graphic card a good choice (over a GeForce card)? I use mainly Matlab and ImageJ. Sometimes Photoshop. Will it be loud? or Louder than a comparable GeForce?

For now they are all the questions I can think of. Any input will be appreciated.

for the money use a larger case for better air flow. r300 case or one like it. I would use a full size atx mb and pit in a pci to usb card.

for a power supply use a 650 cosair or seasonic unit in gold standard. use a larger after market air cooler. with an air cooler all that can fail is...

1b) build looks fine so far, you do need an enclosure and a power supply still though.

power supply should be fine with this http://www.newegg.com/Product/Product.aspx?Item=N82E16817182066 this one is very efficient as well.

3) this is definitely better at those programs than a geforce card. I'm not totally sure if all those applications can be accelerated by the gpu though. check the software's documentation. as far as loudness goes, this will be much quieter. Be sure to put the graphics card into the actual x16 slot and not the x4 slot. check the motherboard manual.

for a power supply use a 650 cosair or seasonic unit in gold standard. use a larger after market air cooler. with an air cooler all that can fail is the paste over time and a cheap 120 or 140mm fan that any tech guy can replace.if you use a sealed water unit and the pump fails you have to wait for the replacment. with a case with a fan grill and 120 or 140mm mounts on top. if the pc going to be used 24/7 or a long time install 3 extra fans and a fan controller. put one fan on the bottom of the case set to pull cold air in and two fans on top to blow out. with the fan controller you can set the fans so there not running at max speed and driving you up a wall.
one thing you could also do is build a server or pc in a server case. a lot of server mb still have the older ports on them.
for the money the server mb and server cpu are some times cheaper then the i7 cpu.

Are the fans really necessary as I won't overclock it? There seems a lot of installation work...
 
most cases come with two fans now. in push/pull set up. one fan in front and one in the rear. I would install one more on the bottom of the case to blow cold air in. if the top of the case is open grill type the heat going to go out the top of the case by itself.
