Yes, it will. Although I recommend against the CX power supplies since they use cheap capacitors. But in the end is "you get what you pay for".

A Geforce GTX 650ti need at least 20 amps on the 12v rail and a 400 watt power supply.

The CX430 has 32 amps on the 12v rail , plenty to run your card with your specs.

The PSU calculator uses max TDP - Thermal Design Power. It is a specification that all manufacturers post. It shows how much Watts of heat the cooling system for that device must handle. TDP is not actual power consumption. My Asus 650 TI 2GB is rated at "up to 150W", but it only consumes around 80/90W in real.

Also power consumption varies with temperature. A CPU at 50 degrees C will use less power than the same CPU at 70 C. My 2700k uses 72W at full load at 52C and 81W at 70C (case fans off) while it is actually rated for 95W TPD.

Also PSU calculators have "capacitor aging". As the PSU gets older and capacitors get older, they lose some of their initial capacity. So a new PSU of 400W can become 350W after 2 years.

PSU calculators are just an indication and always go up too high. You will be fine with 430W. Cheers.

Last que. Above pc is enough to play future games like watch dog in mid high at 720p and will it handle bf4 at least on high sett.

FX 4300 = Pentium G. Haswell I3 even beats FX 6300 in some cases. I don't know if you can go high in BF4, but at least medium is possible without problems.
