Well your CPU/RAM are below minimum system requirements. You certainly won't be playing on high.

From EAs site:

In order to play Need for Speed Rivals on your PC, your system needs to be equipped with at least the following minimum specifications:

Operating System: Windows Vista 32-Bit with Service Pack 2 and the KB971512 platform update
Processor: AMD Athlon X2 2.8 GHZ or Intel Core 2 Duo 2.4 GHZ
Ram: 4GB or more
Free Hard Drive Space: 30GB
Processor: AMD Athlon X2 2.8 GHz or higher; Intel Core 2 Duo 2.4 GHz or higher
Graphics Card: AMD Radeon 3870 or higher; NVIDIA GeForce 8800 GT or higher

Yes, hd 7750 can run games on medium in most cases on 1440x900 resolution. But any gpu better than that will be severely held back by your cpu as your cpu is weak for better gpus. Even the gtx 750ti will get bottlenecks and no matter which gpu you buy, performance better than hd 6670 gpu will be neglected by your cpu.
If you are ready to buy new cpu(processor), graphics card, motherboard, and ram, then tell me your budget and also in which country do you live and also tell how much watts is your power supply or atleast tell me the brand or model name of your computers power supply. I will definitely help you getting new components under your budget.

RAM - CORSAIR 2GB DDR2 1033MHZ @ 2.4K
GPU - SAPPHIRE AMD RADEON HD7770 GHZ EDITION 1GB GDDR5 @ 8.3k
SMPS - CORSAIR CX430watt @ 2.9k

TOTAL - 13.6K
All Cost is in Rupees, This is what my friend recommended me with core 2 Duo that is of 2K.(second hand processor)
What do you think about that recommendation? Should I go for it?

If you are buying core 2 duo now, then that's not a great choice. Most current games are not able to run on most of the core 2 duos. So make sure the core 2 duo which you are buying is of a newer gen. It will have a model name/number. You should buy a core 2 duo which has 7000 or 8000 or more type of model name/number.
Then hd 7770 will be fine with that cpu and also get 4 gb of ram. 2 gb ram isn't enough for gaming these days.
