Will a Mobo turn on without a CPU?

Hi guys!

I'm starting to build a new system but so far, my components are not yet completed. I only have a Mobo, an SSD, an HD and power supply. So far, I have already assembled all of these and I tried to turn on the system but nothing happens. Even my chasis fans won't spin. The power supply fan does not spin as well. Do I need to plug in a CPU in order for the motherboard to do something or one of my component is malfunctioning?

Also, my chasis came with a "buzzer" what's the use of that?

Some PSU fans won't spin until it is put under some kind of load like playing a 3D game. Regardless, your case fans should spin, and the LED on your motherboard should light up to show it is getting power even without a CPU.

The "buzzer" or speaker, connects with your case LED's, power and reset switch to tell you by beeping if your system has successfully POSTed. One beep means everything is ok, and anything else tells you you have a problem.
