Need some help help moving files from old hard drive to new hard drive

So I just upgraded my old PC and I got a new hard drive and a new copy of windows 7 and I am trying to copy files from my old hard drive's users folder to the new hard drive but when ever I try to open it or copy it it just says "You do not currently have permissions to access this folder" and "Click continue to permanently get access but when i do it does nothing and does not open.

It doesn't think you're the Administrator. Maybe you need to create a new logon with you as the Administrator, do your business, then delete the logon. Set a restore point first.

if you still have your old pc working...and you have a home network. turn on file and print sharing and on both pc set them up to an home network and make a share folder and copy the file from one working pc to another. if the old pc has xp on it then you have to change the permission under windows system user in windows 7. if not you have to use a free tool like hirem boot disk to boot and then copy the files over.
