Display Driver Stopped Responding and has been Recovered (Need help)

I'm a fairly new to hardware and computer building, but recently (December 2013) I've built a gaming rig which runs games perfectly. I can get 60-70 fps on FarCry 3 with High settings and 1920x1080 resolution. It never goes wrong when I game.

I have a problem: Display Driver Stopped Responding and has been Recovered.
I've been experiencing problems with my GPU (which is a Sapphire AMD Radeon R9 270X) since I got this rig. It happens mainly on programs like Chrome, Adobe After Effects, Blender, Adobe Photoshop and the likes, but mainly Chrome, and mainly when watching YouTube. I have it forced to HTML5 playback and not Adobe FlashPlayer as that makes the crash more likely to happen. Sometimes I get like these running lines on my monitor, and sometimes the monitor goes into "3D with no glasses" view. I have to restart to get these items off.
The problem is that my display drivers keep crashing and recovering. I've tried all the things I can find on the web. Here's a list:

  • TdrDelay 8
    Underclocking
    +20% Power Limit
    Reinstalling drivers
    Installing Beta drivers
    Driver Sweeping
    Fixing registry with BitDefender
    Cleaning viruses (none have been found, luckily)
    Running on WindowsBasic drivers (which worked, but it does come with loads of disadvantages)
    Tried replacing amddag.sys or whatever but couldn't find C:/ATI
Probably more but I've forgot.
My current drivers are 13.12 and I believe the problem is with them, not the hardware.

I've taken the SevenForums' system scan software to scan my system and get all the required info. Here's the RAR with all the txt files.

Solution
SapphireTech responded on a ticket. The above solution didn't work. Here's what did for me, and what they posted:
Dear Sir:
Please check below steps,
1. Clear your motherboard CMOS first and update your motherboard chipset driver and BIOS to the latest version. Please note this.
2. Make sure the Windows OS you are using was up to date with all patches released from Microsoft.
3. Remove all you previous card drivers (Nvidia or ATI drivers)
4. Install v14.3 beta driver

5. Load CCC to factory default.

with video cards and them locking up non gaming...check your motherboard bios make sure it up to date..sometime old bios and video cards can have bugs. the other issue can be a power supply that rippling out or dropping. use hardware monitor and bios to check the 12v line of the power supply. if you have another power supply try the rig and see if it more stable. also make sure your browser and java and flash are updated.

Sometimes, like today I got lots of crashes because I thought I'd switch off from HTML5 playback on YouTube, I ddin't have any programs open. But sometimes I do have some open, it doesn't seem to matter (at least for YouTube) if I have anything in the background.

Also, restarting sometimes help me to stop the problem for a limited amount of time.

Everything is up to date, Java and Flash, I haven't checked my motherboard BIOS, but I'll do so now. Every part is new, and has been purchased in December. My power supply should be sufficient (700w) if PCPartpicker gives me the correct power my PC needs. I'll check up with the bios in a moment.

I messed around with the experimental items prior. I never touched these two because Acceleration SVG Filters is disabled already and Compositing is grayed out.

My normal RAM works with applications and hasn't given me trouble (thank god for that). But if you mean graphics RAM then I'm not sure. I'll check anyways.

Been there, done that. It's on the latest version, as with everything else. I'll try to update my BIOS, and see if that works.

Does anyone know if it's okay if C://ATI doesn't exist? I only have C://AMD.

I have updated the BIOS from version 1207 to 1802. :/
Ran a quick memtest86, I haven't completed it though. It went halfway and took about 40 minutes. I stopped it there, because I'm leaving now. Seems to be fine though as it went through all the tests and Errors: 0. Let's hope it will work well. I'll test it for 3 days and report back. Thanks for the help. I've reserved Presler's post as a backup. I don't think it's critically needed.

I've returned. And, bam tons of crashes in a row. I went into Even Viewer and fount out this: http://i.imgur.com/SfT7R8G.png

I've tried Presler's answer: Doesn't work.
I've tried replacing atikmdag.sys with an expanded version of atikmdag.sy_ and also atikmpag.sys with an expanded version of atikmpag.sy_. To no avail. So the culprit should be amdkmdap. I have no idea what to do with it. I don't want to expand some version of it and put it in my driver version with no documentation .

Edit: Here's a crash from Chrome this time which is also display related. I found this crash from a while back.

Didn't seem to have fixed it. I've crashed twice while making a 3D render in Blender. It's getting really annoying. I think I'll ring up a technician, until then I'm open to any help. I'm running Windows 8.1, prior and after reinstall. I think it's got something to do with that.

I am using Chrome, but I don't think the problem is stemming from there. As I said, Blender, Adobe AE, Adobe PS and other rendering programs cause it too. I only said it's most common with Chrome when on YouTube. I will switch to Internet Explorer to see if it happens again though, if you want me to.

just uninstall chrome for a day and see if it fixes it. I had an amd video card for my htpc which was had a 7870 in it that my one friend would use if someone else was using my lan pc and they would always complain about that error. I uninstalled the os and re installed but I disabled automatic updates. I also didn't install chrome. I just chose firefox, because well Iexplorer is terrible. But I noticed after I didn't re install chrome and I only updated what I wanted updated it seemed to fix the issue.

I'm a bit skeptical about whether that works or not. I don't want to uninstall Chrome just yet.

I did find a thread about Deadlock Detection. After reading that, I done this:
Windows Key + W -> Verifier -> Display Information About Currently Verified Drivers -> Add -> Filename: amdkmdap -> Open -> Change -> Uncheck DeadLock Detection -> Ok -> Next -> Next -> Finish

It has to be reapplied every restart. If this works I'll try to come up with a way to automatically set that. If it doesn't work I'll follow your advice, lfkfkfkffs.

EDIT: I've removed Hardware Acceleration from Flash Player, and switched off of HTML5 players. I've disabled hardware acceleration everywhere else too, as I found out my GPU doesn't support it.
