I'm not able to boot from cd drive

Hi. I was helping a friend install windows 7 on his desktop computer. For some reason the bios won't allow changes to happen on the first boot device. I needed to boot on the cd drive so I could
boot thru windows dvd

on the second screen with dell type bios highlight hard drive hit enter then move the + down to cd rom and the pc should boot from cd. also if it a windows os disk check that the disk says os and not word. some window disk that say upgrade are not bootable. the newer disk are dvd disk check that the pc cd rom drive has a dvd logo on it . of it an older cd rom drive it wont read. if that is an issue ..from another pc use the microsoft free iso to usb tool and a 4g or larger usb stick to make a bootable usb stick image.
