CPU Temp (Socket) MUCH HIGHER than Core Temp

Spec:
AMD FX 9370 OC@4.9 Ghz
Cooler: H100i
Ram 12GB 1600Mhz
1TB Hard drive


I ran prime95 (Small FFT) for about 5 minutes and my CPU Temp peak 76 C (HWMonitor)

Meanwhile my Core Temp is running solidly at 45 C under full load. This doesn't make any sense, since the heat is dissipating from the Core why the heck the CPU Temp (Socket Temp) gets so HIGH? We're looking at the difference of 28 C here.

1)Is it dangerous with the CPU temp peaks at 76?
2)Should I trust the number and keeps running prime 95 for Stability Test?
3)Since it "seems" to be risky to run prime95 with the Socket Temp so High, should I just drop the Clock down to 4.7-4.8Ghz?
