Custom Built PC won't start!

I am attempting to build a new PC, but I can't get it to start no matter what I try. I currently have the MOBO outside of the case and hooked up to the PSU, but even like that it won't do anything. Is this a problem with the PSU, or could it be something else?

Assuming the CPU is is, try to boot with just 1 stick of RAM in the primary slot (fint what is the 1st slot via your manual). Alternate between all your RAM sticks. What hardware are you using, and are you jumping the correct pins on the motherboard for everything to start?

Here's how. This is not the exact site and I would suggest using a piece of wire, because it has the insulation. Make damn sure you get the right pins. But it worked for me just to see if the PSU was powering up. http://www.wikihow.com/Check-a-Power-Supply
Also this might sound dumb but is the switch on the back on? just asking

Hey guys, I appreciate the help. I actually breadboarded it and managed to get it working. I have absolutely no idea what I did that got it to start working, but I finished everything with it and it is now running just fine. Thanks again for the help!
