Locking frame rates In any circumstance other than in Game?

I have Rome total war 2 and in game everything is fine but when im in the in game menu i get over 450 fps so i get an extremely loud coil whine is there a way i can lock it or even lower it because it is really annoying and distracting

I haven't played the game personally but most games have config files which you can open in Notepad and tweak to your liking.

For some reason you don't want to get v-sync enabled in the game and the only reason I can think of is that you might have a 120 Hz monitor and the game only gives you a 60 FPS v-sync cap (which sounds weird). If this is the case then try looking in the config flies if you can find max refresh rate or something of this sort and if it's set to 60 you can increase it to 120 for example. It will v-sync your whole game, not only menus but it's will be a decent frame rate to fit your monitor.

Other than that I haven't heard of a way to cap FPS in only game menus.
