I haven't played the game personally but most games have config files which you can open in Notepad and tweak to your liking.
For some reason you don't want to get v-sync enabled in the game and the only reason I can think of is that you might have a 120 Hz monitor and the game only gives you a 60 FPS v-sync cap (which sounds weird). If this is the case then try looking in the config flies if you can find max refresh rate or something of this sort and if it's set to 60 you can increase it to 120 for example. It will v-sync your whole game, not only menus but it's will be a decent frame rate to fit your monitor.
Other than that I haven't heard of a way to cap FPS in only game menus.
