Weird PC POST phenomenon after OCing

Hello,
Weird booting up process after i turn off the cpu boost, and change voltages in the bios.

Enter bios, and change settings, then save and restart.

Now every time i restart, or turn on from a complete power down, the computer turns on then off then on then off, then finally boots.

You can see the case LEDs and fans spin up while this is happening.
Push the power button, then the LEDs and fans spin for a split second, then everything turns off.
Then it does that one more time before beginning the boot up process.

My best guess is the case is turning on some kind of protection to keep from harming itself, like a surge protection of some kind.
Can't really narrow it down to a PSU, CPU or MOBO issue.

Here are my specs...
Mobo: Gigabyte 990FXA-UD3 Rev 4.0
CPU: AMD FX-8320 @ 4.5ghZ W/ V-CORE @ 1.4V
PSU: 850 Watt Solid Gear ATX12V

Wondering if anyone has experienced this, or any ideas for troubleshooting.
