CPU temperature monitors correct?

I recently built a new PC specifically for gaming and initially the temps were 40C idle and anywhere from 80-90c even 92-93-94-95c in slow increments (Sometimes even 97!) in the prime95 max load test which obviously was unacceptable, I then proceeded to reseat the CPU heatsink to see if this would resolve the issue. I started my system up and performed the same exact test and recieved 34c average idle and max 70c after 10 minutes of the same prime95 max load test. I have two questions really, are these temperatures safe to operate at? (Bearing in mind I never really reach past 60c when running most games like BF4 etc) and also are these temperatures correct? Is my temperature monitor broken at all?

I only experienced throttling before I reseated the CPU heatsink at 85c+.

Note: I plan to get an aftermarket cooler when I next get paid. Currently I am using the intel stock fan @ 2100rpm.

Specs for reference-
Intel i5 4440 @3.1ghz-3.3 turbo
Gigabyte H87-HD3
8gb 1600mhz kingston hyperx
430w Corsair PSU
Intel 4600 IGPU (Until I get enough money for a dedicated GPU)
 
What cooler are you using?
You should not run prime95 on stock cooling-it will load your cpu more than any kind of normal usage.
Also your temp monitor isn't broken, pushing the cpu like that on stock cooling(i assume) will do that to temps.

those are normal for prime. its an unrealistic view on what your temps are going to be but its great for worst case. i would say you are fine as is but if i was you put an after market cooler on there asap. you can get cheap ones that are much better. since you dont have an unlocked version of the cpu, i am assuming that you are going to be OC'ing much so you should be fine on a regular air cooling.

Say if I couldn't get a new cooler for a month, would it be safe to run at these temperatures for now? Will it do any permanent damage or drastically reduce the lifespan?
 
these temps are good and anything below 75c is considered safe for sandy/ivy/haswell bridge intel cpu. also since we are talking about stock voltages and having such temps under load i would say you have applied thermal paste correctly now and seated the cpu cooler properly!also since you cannot overclock you actually dont need an aftermarket one.! if temps reading are through hw cpu monitor or real temp or core temps are accurate!
