my screen is like tearing or glitching

I was playingh D3 while it was installing, bc you can and my ocmputer froze really bad, for like 5 minutes so I decided to just to restart using the button on my case and now my screen is doing that

i7 4770k haswell
1600mhz corsair vengeance ram - 16gb
corsair 550d
corsair hx750 psu
samsung 830 256gb
WD Black 2tb 64mb 7200 rpm

at the log in, everything is fine, but at the desktop its like this and it flickers

it gets worse the more I move the mouse, or the more the screen changes

Is your screen refresh rate (Hz) correct?
Have you tried to overclock your graphics card?
If so, just take out your CMOS battery and leave it for a few minutes. Then put it back. This would have resetted your settings to the FACTORY DEFAULT. (Don't worry, It doesn't remove your BIOS profiles or any data)

I'll try resetting the CMOS, but I dont have a gpu, I'm running on integrated graphics. Evertything was running perfectly and then my computer froze while I was installing/playing D3 and now its like this

Okay. If clearing the CMOS doesn't help you may need a replacement.

Potentially CPU because that is where the intergrated card is located

The CMOS didn't work, its gotta be hardware, which sucks b/c this is like a $300 CPU

For what its worth stopping the Desktop Window Manager Session Manager helped some, but the problem is still there

Okay then. Try another monitor. Reinstall the hardware for your intergrated card. This is your last option.

I put in a dedicated GPU from my friend and it fixed the issue, so I must have messed up the integrated video on the CPU when the computer froze and I restarted it. Could reseating the CPU possibly fix this you think?

Okay. Try to reseat the CPU and if that doesnt fix your problem reinstall the drivers for the card.

I had a screen tear on a Radeon 6850 while gaming. All i did was nuke my hard drive and reinstall Windows 8.1 but it maybe the drivers.
