GIGABYTE Radeon HD 6670 1GB fans not spinning or being detected.

I recently bought myself this GPU and according to the minimum PSU requirements, it only needs 400w. My current PSU IS 400w but when seated in the PCIe 3.0 slot, the fans do not spin nor is the GPU detected in the BIOS. I also tried it on a friend's computer who had a 450w Corsair PSU but still did not detect in BIOS or spin its fans. I have also reseated it into the PCIe slot many times but it does not help. I used GPU-Z and HWMonitor to test whether or not it was being detected or not and they brought up nothing.

I figure it must be DOA then
Sounds like it isn't getting power and since it gets power from the PCIE slot it isn't something you can likely fix

Is there any way to test if its receiving power or not? I don't own a Kill-A-Watt or anything since this was my first build.

The fans not even spinning is a bad sign... do you get any Bios beeps etc? the power reqs for this card are very small and the fact that it doesnt even need any additional power connectors attached would mean the max draw would be 75w?

I think the card is dead.... RIP little 6670.
