My Processor is an AMD A6-3620 APU with Radeon Integrated Graphics 2.20 GHz, I also have 6 GB of ram. Is this good enough to run ESO? Or should I just spend my money on paint?

OP didn't asked if he can ''run it on high because on low it looks terrible'' he asked if he can run the game, perhaps he dosnt really care about graphics all he want is to play the game...
Yeah but what I said was basically just a bit of advice as this game as somehow been optimized for unreasonably lower powered computers to be able to run it. Just giving him a heads up that compared to other games when set on low this one is the bottom of the bucket. The difference between ultra an the lowest low on this one is day and night 10 times over.
...... in fact even ultra barely meets normal games medium...
At what resolution will you be running at? And I kinda doubt it. One thing you could try to do is see if any of your friends has a copy of the game. If so then download the client yourself, and log into their account (assuming you're a trustworthy friend and wont try to steal it =P) and see how that goes.
I'm running an A10-6700 3.7ghz Quad-Core but I'm using a EVGA GTX 750 Ti Sc for my graphics. Integrated graphics are not going to run Elder Scrolls Online. I say this because before I had my GPU I couldn't even run Skyrim at the lowest settings without it being a choppy mess. Using the integrated graphics takes away from the processor power an on top of that the igpu isn't that powerful. It will run games like Runescape on max settings but not ESO.
I'm sorry man but I'd personally see what you can do about upgrading your computer. If that isn't an option maybe see if you can get an Xbox one or PS4 an wait for ESO to come out on that. If neither of those options suit you than I suggest just finding another game man. You aren't missing that much anyways its pretty mediocre at best. Don't waste your money just to find out you can't run ESO in a playable state. There are no returns at most places once you've opened a electronic.
Integrated can run ESO, just set the settings low to medium. my Intel GMA 4000 run it at full HD. Albeit I don't usually run it using GMA, but I did try.
