The GTX 760 Asus and MSI version are both about $230 at the moment with discount and rebate deductions. Is this a good deal? Does it usually go lower? Should I wait for a better deal?

Also, which one is better: the MSI or Asus GTX 760? Thanks in advance. Any help is appreciated!

Personally I'd go with the MSI, it's a great card and should deliver optimum performance. The Asus also delivers optimum performance but I personally like the MSI Gaming line and you've also got MSI's Afterburner which is a great overclocking tool. I hope this helps

Does it actually perform better on paper and in real situations? Personally, I haven't had good experiences with MSI as the one product (MoBo) I purchased from them fried my system.

Both are 760's, therefore both will perform relatively the same. The difference comes down to which cooler/company you like better. Some coolers cool slightly better, but in the long run no 760 is significantly better than any other at stock settings. If you get into overclocking then you can pump out some extra speed, but there's no guarantee as to which card will overclock better as all cards are different.

You'll have to google the difference between MSI/ASUS coolers, as I run EVGA cards.

Programs like MSI Afterburner and EVGA Precision X work on ALL brands of nVidia cards, and are not manufacturer specific. I've used both on my EVGA cards.

I'm personally a fan of ASUS over MSI. I've had nothing but good experience with ASUS products, and nothing but trouble with the MSI ones that a buddy has in his system. I've also heard good things about the ASUS DCUII cooler.

Since my build is relatively expensive, I've decided I'll stay with Intel graphics (I know, it makes me cringe too) until next month. Do you know when the new gpu series come out this year so the prices will drop?

The PCB is the board in which all the components are soldered to. ASUS manufactures their own boards when many of the cards just use the reference board from EVGA. The one that ASUS manufactures uses higher grade components which allow for higher clocks and more stable performance.

I know nothing is for sure, but it seems to be that it will be released around Q4 2014 or early 2015 (the latter seems to be more occurring on different websites). However, I will still wait until next month. And that's what I love about building PC's, you don't need to buy everything at once :)
