Normal idle memory usage

I built a computer not too long ago and the idle memory usage on it i've seen can be anywhere from 14% to 18% and sometimes getting up to 20%. seeing as i have 8 gigs of ram, i figured this was a little much for idling. is this bad idling usage? or is this normal? if it matters i've noticed that usually the services using the most memory are windows explorer, svchost, and avast.

Not necessarily. It would depend on how much stuff you have starting/running with Windows when it boots up. Check your tray to see how much is running in the background. And check System Configuration/Start Up too. There may be several boxes checked.
Run CCleaner occasionally to. It will clean up registry errors, junk files, and other resource wasting crap that may be stealing clock cycles.
