CPU Multiplier Error

Hello all, and thank you for taking your time to read this post; I do appreciate your assistance sincerely.

Using CPU-Z, my CPU multiplier seems to be displaying incorrectly, and I cannot overclock/underclock in my BIOS. Of course, I am not too sure if it's a problem or not, but please let me know if my multiplier is incorrect (which I believe it is). I have recently just installed this processor into my father's laptop.

If you check the CPU Multiplier, it states "4 (6 - 12.5)" but as far as I'm aware, this processor does not support Intel Turbo Boost (which increases/decreases CPU speed based on CPU usage). Even if Turbo Boost was supported, shouldn't the processor's multiplier be set at least 6?

Please let me know if this is an error, and if possible and you know how, any solutions?

Solution
The screen shot simply shows that the CPU is at idle and Speedstep has reduced the multiplier as needed. Run some CPU intensive app and watch it come back to normal.
