Help me choose Graphics card not for gaming

Have Gateway E 1 series with a current Radeon HD 7310
Upgraded memory to 8gb on 64bit Win8.1OS
I'm using a 32" toshiba tv/ monitor
mostly using for watching Youtube videos not for gaming. i do no gaming. The current HD7310 has a hard time filling up my monitor with quality graphics and fonts, yes I have read that the 7310 is bottom of the barrel wallyword pc junk. I would like to be able to input my cctv security cameras inputs int the card so that I may use the computer as a dvr also. Eventually i will go to Ethernet cameras. The camera inputs would be nice to have, but not a requirement. I read because the soldered in processor in this pc is so slow that there might be a bottleneck effect with a graphics card that is more than I need. The computer runs great for what I need other than when I run my HD connection to my monitor. Any suggestions for around $100.00 would be appreciated.

Might look at a 250 or 250X from AMD or maybe a 640 many around $100)

NVidia Geforce GT 740 , 640 Or Radeon HD 6670 , 250 X
These Will Be Great GPUS For Video Streaming.

@ the click; Is the 740 the newer low power architecture? If so I would go with that one.
