GPU stuck on 100% rpm

installed a msi gtx 770 twin furzr into a asus z87-plus motherboard a week ago and it adjsuted the fan speeds. Now it just sits at 3000 rpm even when the computer is just idling. I have tried to manually lower it but nothing changes.

Try the following: Switch to onboard graphics, install DriverSweeper, remove your GPU drivers, boot into safe mode, remove any existing trace of your GPU drivers, boot normally, reinstall drivers and PrecisionX (to control GPU), and reboot. See if that does the trick.

I tried that but still cant control the speed with evga precision x

Uninstall evga precision x and install Asus GPU Tweak, customize it and check your results.

installed asus gpu tweak and all i'm seeing is 26C gpu temp, 34% gpu fan, gpu fan speed 3000 rpm. I've tried to turn the gpu fan to 100% for 10 min then back to 34% and still no change to the gpu fan speed

what are temperatures you set at different fan speed? If you are just setting in manual, then it will remain same. Go to User Defined and set at different temps different speed. And have you installed Asus 4-way optimization?

in user defined my fan speed is at 34% for 0-65C then 55% for 65-85C and 74% for 85-95C then the rest is at 100% and still no change in rpm and fan speed. It just keeps saying 25-28C for gpu temp, 34% gpu fan, 2940 rpm fan speed. I have no installed asus 4-way optimization will try that now.

just to ensure, i hope you are pressing the Apply button after tinker with settings. One other thing you cn try is resetting the CMOS of your motherboard. Anyway, keep us updated :)

yes i am pressing the apply button after changing the settings but the fan rpm dosent change at all. i have reset the CMOS of my motherboard but nothing has changed. The Gpu rpm is still at max

just to rule out the possibilty of any malware or virus, just put your pc to scan with Malwarebytes and any better antivirus. Also try turning your pc to power saving mode in case if that does any good.

i have scanned with malwarebytes and there is nothing and am running on power saving mode and still no changes

then you are just left with reinstalling your OS(better if do it from some other disk) and reinstall your drivers again. Hopefully your problem gets solved. Good luck :)

i have reinstalled the OS but when i check with the asus gpu tweak its still at 28C, 34% fan speed, and 2940 rpm when the values of min is 2940 and max is 3040.

Accordingly as the situation looks then it's either your gpu who doesn't get command from motherboard or it is your motherboard which doesn't save the settings of your gpu to make it perform under given conditions.Or with some chance, psu for not providing exact amount of power even after setting.
Try removing the fan header and then reconnect it of you can without removing heatsink. And how many pcie 6-pin or 8-pin connectors are you using to connect the card?

I have removed and reconnected the 4 pin fan header and still runs at max rpm. I have 2 8-pin pcie connected to a corsair ax860 psu

when i use the asus gpu tweak to check the speed percentage its at 34% but the fan rpm is at 2900, and yes its very noisy. Everytime i check the rpm changes from 2900-3140 even when i'm idling
