Are 5.25" front bay coolers effective?

I was thinking of something like this

And just get three decent fans. Do they do anything?

If you couldn't fit enough fans in the front of the case, then maybe.

However, 40mm fans don't move a lot of air, and they tend to scream like servers.

Front intake is 80mm, poor intake ventilation to begin with. Yes the extra intake is good in my opinion.

I found some as low dBA as 14

You'd probably be better off getting a new case, if possible.

Are you actually having a problem with temperatures currently?

Yes I think they are a bit high with Prime95
