Asus z87-a, red cpu_light on, works fine without gpu

Hello guys,
first of all here is my system:

MOBO: Asus Z87-A
CPU: i7 4770K, 3.50GHz
RAM: 2 x 4GB Crosshair xms3
GPU: AMD Radeon Sapphire Toxic R9 280X
PCU: Cougar GX G600

I've read a lot in this forum but none of the suggestions given helped with my specific problem.

After putting the system together it only booted after restarting it several times. Then I installed windows and all the drivers and it worked fine until I shut it down. Now it wont boot anymore. All the fans are spinning, but the cpu_led is glowing red. (I dont have speakers on my mobo)

I've tried
- putting the RAMs in different slots
- running without any unnecessary hardware (without drives, gpu, fans etc.)
- putting out the bios battery
- putting in a different graphiccard, but didnt help either.

The only thing that helped was unplugging the gpu entirely, which led to a normal boot from the on-board vga.
Also when the pc is booted, I plug in the GPU then I restart and it works fine again. After shutting it down the same problem occurs again.

Has anyone an idea what the problem could be?

In the description of the AMD Radeon Sapphire Toxic R9 280X, it says it requires a 750W power supply, and your current power supply just provice 600W. Buy a new power supply.

After several months of sending parts of the pc back to alternate, bringing it to a PC shop to rule out the thing with the power supply, I still have no solution for this.
It's definately not the PSU, the mainboard is 100% working too, but not with this GPU. Has any of you guys used the toxic with the Asus Z87-7 before?
I'm really out of options here and very desperate to fix this.. :(

The pc booted for a couple of days in a row and now it's again not booting with the CPU_led glowing.

Have you ever tried to reset the BIOS/cleaning the CMOS?
It is really weird what is going on. Are you sure none of the components are malfunctioning? Stop this "putting on" and "taking on" stuff, because it enhances your chance to break some component.
Have you ever builten a system before?
