Hardware Recommendations for editing 1080P/60FPS

Hello all - I am using Powerdirector 11 to edit 1080P/60FPS scuba video from a Gopro Hero3. My computer specs are below. I'm interested in getting better performance from the PC while editing/rendering and was looking for suggestions for the best bang for the buck.

HP Pavilion Elite HPE-560z
Phenom II X6 1045T (Thuban) (95W), 2.7 GHz
8 GB (4 x 2 GB) DDR3 PC3-10600
Radeon HD 6450 (1 GB-64bit)

The system maxes out at 16GB RAM so I thought an easy first step would be maxing out my RAM.

The video card is a PCI Express 2.1x16. I can find PCI Express 2.0 cards at 128bit with a slightly faster clock speed for cheap. Will that help out with speed? I can also get a PCI Express 3.0x16 at 256bit with better processors and faster clock speed but the prices are much higher. Is it worth the money? How much of an effect does the video card have on editing/rendering at 1080P?
