Will I fix GTA IV lag by buying a video card or is it sth else?

Hello

Could someone please help me decide about a problem I'm having? I just bought a GTA gaming package from Steam and I have a i7-3770 CPU, 8 GB Ram (1600) and a Radeon HD 4850 (512 MB, 256 bit) video card, but I can't play GTA IV in my Windows 8.1 64 bit?!!!

I'm thinking to buy a new video card, R9 270 or maybe a Geforce GTX 760 (if I can afford the latter). Will I be able to fix this problem or this lag might be due to the bad porting I'm reading around? Could that mean that even with a good video card the game could just not fit very well with maybe my CPU or RAM or motherboard? (Asus p8z77vl x)

The weird thing is that I have played GTA IV with this same card on a AMD 6000+ (dual core 3.0 ghz) CPU with 4 GB Ram, on Win XP 32 Bit. And with the same card i can play other games with pretty cool settings, (Assassin Creed 2 maxed out, Juste cause 2 maxed out) but GTA IV lags horribly, it's totally unplayable.

Your videocard might be throttling, am not sure what the temperature limit for your card is.
Get MSI afterburner, and set a user defined fan speed, so you control its fanspeed on different temps.
Also, a good idea would be cleaning its radiator of dust-that inhibits cooling.
How are your CPU temps?
You can see those with something like coretemp.

The CPU stays cool, at around 40C, but the Video card heat goes at around 85C. I cannot do anything more for the card heat, cause I've placed two fans around it. So, that might be it? Thx.

OK, I'll give it a try. Thanks man. I don't play many other games besides GTA and that's why I'm not ready to buy a video card yet. I hope I fix this.

On idle it's around 25-30, on load it doesn't go more than 50. I've got a cooler for the CPU, not the stock one. I've added two fans around the card but it gets very hot and very loud.
 


It's true, but it still should play GTA 4 -on medium settings.

With this exact card I have played GTA iv pretty neatly with a lower CPU, lower Ram, in Win XP 32 Bit. That's what baffles me
