How do i upgrade my pc to a medium-end gaming pc in a cheapest way?

Greetings everyone, I have been playing video games since a loong time, ranging highly from Max Payne 1 to 3,(all in computer). Yet, you're still 'incomplete' if your not having any console. Anyway, my pc has now become 5 years old and i need to upgrade it so that i can play these games of new era and no errors such as freezing, crashing, too-low frame rate or slow-motion running and bugs occur at all. I have tried running games like NFS: Run, Batman Arkham Origins, Assassin's Creed 4 etc a lot of time but it runs veryy verry slow and even the sound/voice of the characters gets finished and their video part keeps on running..(in motion). Also crashing or bugs and stuffs happen much often in-between. In addition to that, my current graphics card has an average temperature of 115 degree C when you are not doing anything, so if i turn on any video, then it jumps easily to 125. I know cleaning and making some cooling arrangements might do the work.... but upto how much extent...
Well please guys, do suggest me what to buy to meet the requirements of such games. One thing that i was thinking is the graphics card, i.e amd 6770 or r7 250 one but am not sure what other things to have like cpu ram and how much size to avoid bottle necking which is happening with me since starting i guess.
Budget- 200-250 $ or Rs. 10-15 K (INR)

Monitor supporting resolution (max): 1440 x 900 (32 bit) (75Hz)

So, guys, i think you would be surprised to know that i've played all the popular games like from splinter cell chaos theory to blacklist, all c.o.d series in this pc only or 'trash-bin' after owning it from 2008 and still using it somehow. Whatsoever, do suggest what to buy according to my budget(specified above) and also i think my motherboard wont support "intel-i" processors as it is a dg board or something. This is enough info from my side i think...

Yeah dunlop, but you got to have at least 400$ to invest in a ps3 and 35-40$ to buy those 'biggy' games each...
