problems installing windows 8.1 on Gateway Model GM5259E

Trying to do new install of windows 8.1 on GM5259E with Intel motherboard E210882. After installing on first boot it goes to choose cd boot 1 or 2, I have boot sequence to boot to hard drive first and DVD drive second. I can not get past the choose cd boot 1 or 2. If I choose 1 it starts the install all over and if I choose 2 it tell me there are files missing. I have never seen anything like this, normally after first boot it just continues with install.

I don't know what I am doing wrong - I need help!

Does ejecting the disk work?

I get the error message that a kernel file is missing, the same as if I choose boot cd 2

I have used two different DVDs, I know they work.

Are your BIOS setting set to boot off of the HDD before LAN?

yes, I have even gone so far as to disable the lan boot. Still comes back to choose cd boot 1 or 2.
