My pc is performing very bad compared to what its capable of

My pc is running League of Legends on maxed settings on only 44 fps and it lags badly.
I have tried a program called Pass Mark for testing performance and look at the results compared to LOWER SPECIFIED components.

First off here are my pc specifications:

OS: Windows 8 64-bit
Motherboard: Gigabyte-Z87X-OC
Processor: Intel core i7-4770k 3.50 GHz
Ram: 16GB
Graphics Card: AMD Radeon R9 290

Now here are the results

In CPU test:

My pc got 2347/15000 while the Intel i7-3770k 3.5 GHz processor according to the program got 10385/15000.

In 2D Graphics test:

My pc got 199.3/1000 while the Nvidia Geforce GTX 680 got 770/1000.

In 3D Graphics test:

My pc got 3200/7500 while Nvidia Geforce GTX 680 got 5347/7500

In Memory test:

My pc got 913/2500 while a normal 16GB G Skill Intl PC3-12800 got 2299/2500


For some reason my pc is performing SO BAD, all those things I am comparing my components with are much weaker than my pc components and still my pc is performing so much lower than them.
I noticed in the Graphics Test that my pc was doing good in directx 10/11/12 tests but only very low in directx 9 tests, but still I don't know why or why my CPU/RAM performing awful too.

Please someone help me I have tried formatting my pc already, could it be something wrong set up with my BIOS or could it be that my components are malfunctioning?

Also I would like to state that I have checked the heat of every component while IDLE and while playing, my pc doesn't heat at all infact its perfect temperature.

Please help me I am so tired its been a month like this and I still can't find a solution :(

It sounds like driver issues. Are you using the latest BIOS and drivers for your motherboard?

Also, what PSU do you have?

Yes I am using the latest drivers I have tried formatting my whole pc and installing nothing but league of legends after updating my drivers and still no use.

I am using PSU Cooler Master 720W

Try reseating your power connections. Could be a PSU issue, the flow of power might not be stable, but I'd try the connections first.

Just tried that and no hope sadly.

What is making me confused is, according to Pass Mark tests
In the 3D DirectX 10 test my pc scored 84.9 fps while the gtx 680 scored 63.6
But in the 3D DirectX 9 test my pc scored 38.6 fps while the same gtx 680 scored 109.1
How is this possible? it doesn't make any sense to me.

Just sounds like the system is unstable, try running memtest for several passes to make sure your RAM is good.

I personally don't trust Cooler Master PSU's but there are still things to check first.

I don't know what you mean with "memtest" but as I stated before, according to Pass Mark software, my memory is running at less than half what a 16 GB ram memory should be running at.
Nothing in my pc is functioning well it seems, beside my 3D DirectX 10 test which I still don't know how I got so much better results at DirectX 10 than other cards and same cards got better results than me in 3D DirectX 9 test.

Memtest is a free program you can get online designed to test your RAM for errors. Something is making your system be unstable, just need to narrow it down.

I am testing it now but the testing is very slow and it didn't let me test all my ram cause of my windows 64 bit I think, I am testing 2 gb of my ram and only 8.6% covered so far 0 errors.
