Two CPU fan plugs, one 4 and one 3 pin, with 2 PWM fans

I have an Asrock Z87 Extreme4 motherboard and was looking at adding another CPU fan onto my current cooler. I have my current fan plugged into a 4 pin fan power plug labeled CPU_fan1 and looking at CPU_fan2 and it only has 3 pins. The second fan I want to add is PWM as well and I've heard if you plug a PWM fan into a 3 pin slot it will run at 100%, is this true?

On Asrock's fan tuning program I am able to set curves for the cpu and chassis fans voltages versus temperatures and within the program both CPU_fan1 and CPU_fan2 follow the same curve and have to be edited together. Is it possible that the motherboard uses the speed control off fan1 and controls both fan1 and fan2 using it, while assuming the fans are identical?

My main question is if I will need to buy a PWM splitter to add a second PWM fan to my heatsink.

It will not speed control on 3 pin. Really you are only talking 1-2° temp difference with the extra fan.

Why would I be able to change the fan curve if the speed control would not work. Is my assumption that a PWM fan would act as a 3 pin fan if plugged into a 3 pin fan connector?
