The PSU is the weak link. Even a high quality 350W PSU would be marginal for that card. So yes, upgrade to a good quality PSU and you'll be OK. Any chance of moving to 8GB memory?

Yes but you need at least a 450watt psu to run the 650

Be sure to install memory in MATCHED pairs in a dual channel system for best performance and a trouble-free experience. The pairs should match by brand, voltage, timings, size, etc. And the 2nd pair of slots should match the first set as well.

First, let us know your budget. No sense suggesting a $150 PSU if all you can spend is a third of that.
