I would go for the first build hands down (AMD 8320 + r9 280x). At that budget, you can also check out a GTX 770. I would recommend reading reviews on both and making a decision from there. Either way, you'll...

Congrats mate, you'll love it. As others have said, definitely stay away from pre-built if you can. Regarding the specifics of the build posted, I wouldn't worry about fretting over the parts listed...especially if you dont feel comfortable evaluating replacements (i.e., PSU, Memory...etc).

Regarding how long will it last you? It all depends on your priorities for gaming. My Feeling is, that rig would keep you more than happy for the next 5 years at 1920x1080. You'll be able to max most current titles at 1080, and as games get more demanding...you can just dial down settings to find a right balance of quality and fps. IMO, the only reason you'd have to upgrade sooner than that...would be either a desire to max some new hot title with V-sync, or if you play at a higher resolution (2560x1440, 5760x1080...etc) and don't want to turn things down. For those who upgrade graphics every year/etc...its more of a personal hobby, than a necessity. Enjoy it!
