Are these FPS Correct for BF4?

Hey, I have a old Gaming PC and recently I've noticed that compared to my new Gaming PC, Bf4 and even BF3 FPS are very low. My System:
Intel Core i5 650 @ 3.2 Ghz ; Radeon HD 6950 2GB DDR5 ram with the gpu clocked at 825Mhz ; 8GB of DDR3 Ram ; 500 GB HDD @ 7200 ; 650 Watt PSU ; and High Performance CPU coolers.

In Bf4 I'm getting ~ 30-45 Fps on large maps and ~ 45-49 FPS on Small Maps
(ALL Graphics setting turned on low, or off)
Compared to my new Gaming System, where I get ~ 175 PFS all the Time

-Are these FPS lower than normal?
-do you think my system might be 'bottle necking' ?
-How would I fix it?

I have about the same specs. CPU: Phenom x4 955 which is in general a bit better than the i5 650 + ati radeon 5850.
My FPS are around 40-65 FPS on med settings (BF4). This includes the intensive 64player maps.

My guess is that your CPU is too weak.

I'm not really, I'm asking if these specs, with all graphic settings on Low, or turned off, would produce relevantly the FPS given
Before in BF3 my old Gaming rig would pull upwards of 60 FPS all day long, but in Bf4 it just seems to struggle, is that normal for anyone else, who went from Bf3 to 4?

I noticed this, I upgraded to a GTX 760 a while ago and was easily getting 80 FPS on ultra preset in BF3, however in BF4 I struggle to get above 45 on everything low (some medium) and off. Then again I have previous generation hardware, so that could be the problem.
