My monitor goes into this state when watching videos(HELP)

My Monitor goes into this annoying as crap state sometimes when i watch videos.

My specs are: FX-8320@4.0Ghz
XFX DD 7850 @ 1ghz
8GB Corsair Vengeance RAM
Seasonic M12II 620 PSU
Asus M5A97 r2.0 Motherboard

No, I still play all of my games at max above 30 fps with no issue.
If it helps, I have a 1600x900 main monitor and a 1280x720 secondary monitor. The second monitor never flickers- could it be the monitor?

Also, it seems to happen when I play downscaled video (1080p on my 900p monitor)
720p never seems to give me an issue.
 


Sounds like AMD Powerplay issue. Did you use any overclocking tools like MSI Afterburner or Sapphire Trixx?
I'm guessing you have not set up a 2D and 3D profile and check an option "Rest displaymode on applying unofficial overclocking"

All i used to overclock was AMD Vision Engine (catalyst control center)'s built-in overclocking suite.

Well since the problem occurs only at one of the two monitors then most probably there is a problem with the monitor itself. Try another a third screen if you can and see how it works. Or connect the problematic screen to another pc or laptop and see if the same problem occurs.
