Which Memory Set would be FASTER for Gaming on a 4K screen:

G.SKILL Ripjaws Z Series 16GB SDRAM DDR3 1866 (PC3 14900) Desktop Memory
w/ CAS Latency of 8 (8-9-9-24)

I would get the RAM with faster latency as clock speeds for RAM aren't too important as long as it's 1600+

And you can overclock the RAM anyways....

Give or take, same, don't lose sleep over it. I believe the 1600 with the lower CL will be ever so slightly faster.

The 1866/8 will be a hair faster, but will show better performance from the wider bandwidth, if they were dropped and set for 1600 they also would run a tight CL7 set up....the wider bandwidth of 1866 is preferable
