Right now i have my MSI R9 270 OC gaming edition overclocked to 1050 core on afterburner, which is the highest the sliding bar will let me go. How can i get my card to reach 1150? Thanks.

I wouldn't go over the limit to the sliding bar, as that is meant to be the point where OC can become unstable and that is not good, just leave it at 1050Mhz on the core clock and you'll be fine.

Well, the slider bar limit is the limit.
It would be like asking "which button will allow my 200hp honda civic to make 250hp?"
Some things can't happen

If I followed your rule of thought then I would have never have been able to OC my fx 6300 to 4.4 ghz because AMD catalyst only allowed an OC of 4 ghz with their slide bar. So I ask again, how can I OC my R9 270 to 1150 core?

this is not recommended and DO UNDER YOUR OWN RISK. Proceeding can cause damage to your GPU and will NOT be covered by warranty.

So go into Bios and change the core clock as that'll let you go even further then the sliding bar. OC'ing close to 200Mhz more on the core clock is insane, especially for a R9 270, you are viable for damage caused by your own decision.

So what you are suggesting is a bios flash?

no, a OC though BIOS, which I would not do. Different motherboards have different BIOS so I can't just guide through steps as there different from manufacturer to model. I have a 3D BIOS, which is the next level

I actually ended up downloading sapphire triXX and it let me overclock waaaay higher than MSI afterburner. The best part is that it let me adjust voltage as well. At stock voltage, I'm sitting at 1110 core and 1500 memory (which I haven't tried to oc any further yet). Thank you everyone for your advice.
