USB Ports randomly freeze

I own a Dell Inspiron 2020 since 5 months ago. It worked perfectly fine until 3 months ago, when all my USB ports froze. The keyboard got stuck on a key and the mouse stopped responding. However, the system still recognized them as plugged in and the mouse kept getting power since it still had a light turned on. This light, however, would frequently flash. It went from being pretty rare to being common, but the computer was still usable. Then, the mouse started having independent problems. It would temporarily freeze, and the computer would make the sound it makes when you disconnect an USB device. The mouse freezes last up to 3 seconds, after which it would still function normally. Strange things I noticed in this particular issue: the mouse keeps working fine, without making the sound the computer makes when you connect an USB device, and even if it makes the disconnection sound, the system still detects it as connected. I started to think this was caused by a virus, so I upgraded to Windows 8.1 in order to get the latest version of Windows Defender.

The issue was not caused by a virus. However, after installing Windows 8.1, things spun out of control. Currently, the maximum amount of time it has taken for the USB ports to freeze was around 7 minutes, while the minimum was literally less than 5 seconds. It has become unbearable, mostly because the only way to unfreeze the ports is to reboot the system. I have reinstalled and updated every single USB-related driver and run several diagnostic test on my USB ports, all of which would result in it saying that my USB ports work fine, even though they froze while one of the tests was running.

This has been particularly strange to me since not even the SYSTEM notices the error, yet it happens so frequently I can't use that computer anymore. I am really desperate to solve this issue since I have been looking for an answer for the past few weeks, but nobody else had the same problem I do. I am not a computer expert, but I feel like I have already tried it all.

Just to make things clear:
1) The issue happens in every single USB port, regardless of what deviced is connected, if any
2) The only way to unfreeze them is to reboot, nothing else will work.
3) I have tested using the computer with different mice and keyboards, but the result is the same.
4) The system recognizes all USB ports/ USB devices to be working just fine.
5) This issue is most likely not driver-related

Thanks for giving an answer so quickly, but as I mentioned, I have already done everything I possibly could about all USB related drivers, but nothing really changed.

If drivers are really the only possible cause of my problem, I will try to reinstall them once more, but I doubt my USB ports will last long enough to do so.
