Hi, I am looking for a good reliable 120mm case fan for around 15-20$. I dont care if its silent but i'd like it to be not to loud. Also, blue LED lights would be nice but aren't that important. Also, what are the best brands.

i use 120 bitfenix spectre or spectre pro's have had them for a few years now no probs

just check cfm ( airflow ) on them for your needs or whatever takes your fancy as far as looks , they should all be ok , just don't buy a fan with a sleeve bearing they wear out quickly and make lots of noise when they do

For power just get Cougar Vortex, they are on sale on newegg. Also quiet.
Since you mentioned Blue LED, I would suggest Thermaltake Blue-Eye LED fan.It is 40dBA, which is loud, but it is a powerful fan.

No, I didn't mean that the Thermaltake was quiet. I never said that. I will edit the post.

The Thermaltake Blue-Eye is 40 dBA, which is kind of loud. But that Cougar Vortex is the quiet one.

thats ok bojangle12 no probs m8,
at the end of the day rueckim14 you need to look at weather airflow is what you are after (CFM )
and the type of airflow and how loud you want the fans
you can get coolermaster 120mm jetflo that have blue leds and push air in a different way
there are many different led patterns etc etc
simply choose a fan that suits your needs and has the look you require , if unsure check youtube someone has more than likely done a review on whatever fan you are looking at
