Graphic card issue?

Hello everybody. I put together a desktop out of left over parts and im having a really strange problem. So let go with spec. The specs are sad but its just a fun rig from bordom. Its just a single core 2.2ghz amd athlon with 2 gb ram and a 160gb wd hdd with a 8400gs gpu running windows 7 home premium 32 bit the processor supports 64bit.

So I started with windows xp on it and I runs fine with out the 8400 in it. As soon as I put the 8400gs pcie in it the system is damn slow. Like it hangs and takes a while then catches up. I figured it was because I didnt have to drivers installed. So I went to install them and it took sooo long to install the drivers. After the drivers installed it did better but just still a little hangy. I did disable to onboard graphic.

So I decided to try widows 7. Fresh install and did the same thing.slow and laggy. But this time on wins 7 after the drivers install it runs fine.

So im confused. Id rather boot xp on this little machine but what would cause the gpu to do that? I ran a stress test on the gpu and it maxed a 48 degrees c with furmark. Cpu stress max 51c with prime 95. Tried a few different hdds. Tried a diff power supply as well. Power supply is a 1200w.

On xp if I have the gpu installed it would take years to install a program or a video game. Thats how slow it makes to pc on xp. On win7 its slow untill drivers are installed.
